[16175] Chris Lino - Fraud

Passed himself off as a legitimate contractor. He did remodeling work without permits and did not bring in skilled professionals to do the work but did it himself. The work was poorly done and now we've learned from the city that the work needed to be permitted. We now have to go back and get permits and have the work done correctly.
